Try changing her password on appleid.apple.com on the computer and wait for the phone to prompt you for the icloud password. This seems to have worked for me, after I tried all the other ideas.

Yup. Deleting the account and re-entering is what did it for me. Find My Friends and Facetime never prompted me for the Terms & Agreement. THANK YOU. 🙂

Installing Find My Friends made no difference on iPad Air. it wants me to login to iCloud but clicking on the yellow icon or on the text beneath it does nothing.

I solved by logging into icloud via Find My iPhone
