Has apple addressed this at all? What i mean is, have they or would they even reply giving us an estimate of when the problem should be resolved?
I have 7.0.4 on my iPhone 4s and iPad air. On my phone the wallpapers have been working just fine ( no enlarging takes place when i set an image as wp) but the iPad magnifies everything as soon as i click "set as wallpaper."
I, like others here, have tried all of the suggestions posters here had....nothing worked.
Is there an explanation of why it works fine on my phone though, if both devices are using 7.0.4?
Same here! Just received my new ipad Air for Xmas, same ios as my iphone but can't get the wallpapers to work properly. I have tried every single suggestion I found but nothing worked it´s always oversized. Anyway the picture quality is very disappointing. I have seen posts about this issue that are from September. You would think that it would be fixed by now? Nope! Seriously, it *****.
Several of my previous posts on this issue were summarily removed by Apple so I will try to mind my manners here.
I am among those who have posted here (and elsewhere) about this issue. I wholeheartedly recommend that, if you are having this issue with an iphone or ipad you report it directly to Apple and encourage that they address the problem.

I just emailed them about this. Thanks for the link. I hope everyone who posted here also follows up by emailing them at the ipad link below. Thanks again.
Pebbly,
I feel your pain. Thanks for following through. This is a really frustrating issue for me. I haven't upgraded my iPad's ios and don't plan to because it's old and it works just fine. I foolishly upgraded my iPhone 5's ios and suffered the consequences. Honestly, I don't know what to do about the problem. I turn off the parallax setting and it is just as bad as with it on. It really depends on the aspect ratio of the photo you're taking, but my basic beef is that, when I take a picture with the iphone, that same picture should be able to be used as a lock screen or home screen without having to jump through hoops, turn off parallax, take a screen shot of the image, compress the screen shot and hope it works. What's more embarassing is that, after many years of resisting a switch to an iphone, I finally convinced my tech-unfriendly wife to get one. This is the first major issue she is having with it, and I'm at a loss to explain how to fix it because I can't fix it for me either. I've had so many of these posts removed by Apple "friendly" staff I should take a screen shot of it so I can repost it later.

I haven't tried using a photo i've taken, just the wallpapers you get from wallpaper apps. I noticed that a few work better by not cutting as much out /enlarging it as much, but there's no rhyme or reason to it as they all come from the same free wallpaper apps as the ones that enlarge way too much (which are most of the wallpaper images from those apps.) i guess it has to do with the original size of the photo uploaded on those sites eve though they all fill the screen when you look at them there. I hope they get to work on this.
Are you talking about iPhone or iPad?
The wallpaper apps work fine on my iphone 4s. No enlarging occurs. But on my ipad it enlarges everything i try to set as wallpaper. Same wallpaper apps and same ios, so it must be an ipad problem, but you said your iphone 5 is doing it too? They must know what the issue is and how to fix it..... You would think!
The problem is, of course, the parallax display in IOS 7. Here's a solution for iPad Mini [non Retina]
The Wallpaper image needs to be around 1300x1300 pixels to work with the Parallax Display. Approx 100 pixels on all 4 sides will never be seen but they have to be there. I took an1100x1100 pixel image and added a 100 pixel black border all around. This resulted in Wallpaper with no zooming and just the tinyest bit cropped on the edges.
If you want to use a portrait shaped image as your wallpaper [say 1100x800 pixels] you will still need to paste it into the centre of a 1300x1300 black background ie 100 pixels black background top and bottom and 250 pixels black bakground on each side.
I trust this solution will work with all of the iPad/iPad Mini Series running IOS 7 with changes to the above image dimensions for the different screen resolutions
Turn "Reduce Motion" setting OFF in GENERAL settings
I have an ipad air. I have no idea if this will work on an ipad air, but it's way too much to go through, especially if you like to change wallpapers frequently. I tried the other solutions people posted above and none of those worked.
Oops, i just saw that you were replying to someone else, not me! I guess it only works with non-retina, like you said.
There's no reason this shouldn't work on an iPad Air or any iPad with Retina Display. Just double all the Pixel dimensions I posted to accomodate the Retina's 2048x1536 screen resolution
Wallpaper Image 2200x2200 pixels
Black Border 200 pixels on all 4 sides
Final Image 2600x2600 pixels
The theory seems sound but I have no way of testing this
Let me know if it works
ps I totally agree that having to do this every time you change your wallpaper ***** big time. I'm just going to make 1 or 2 wallpapers and stick with them.
I've called Apple about this and I was told it's a feature. In other words, they did this intentionally (!) and are not going to fix it. They don't consider it broken.

to create the perfect wallpaper image, create a 5048x5048 image in photoshop or equivalent and center the image (2048x1536) you want on it. make sure that the top and the bottom of your desired image are faded or the same color as your background. and export it for the web in jpeg. Boom ! Works.
