Control Center on iOS 7 - translucency not working

Just downloaded iOS7, and the control center is not translucent. How do I fix this so it is? Thanks!

It sounds like a new feature called Increase Contrast is turned on.



Increase text contrast on difficult backgrounds when possible. Go to Settings > General > Accessibility and turn on Increase Contrast.

The quote from the User Guide says to turn it on, but in this case you want to turn it Off

Keep in mind that if your background is white or a light color, it will not appear to be translucent, and be more opaque.

I am seeing a solid gray background on Control Center. It's not completely opaque; but it is about 95% opaque. The background behind the Control Center is not blurred out at all; it remains perfectly crisp, albeit at 5% opacity. Increase Contrast is NOT turned on. Background lightness is completely irrelevant to the blurriness being absent. I guess it's because I'm viewing it on a 3rd generation iPad, huh? That's disappointing.
