You have screen orientation locked. When you use your home button to open your iPad, don't swipe to open. Instead, there is a small bar on the botton of the screen (it looks like a long dash). Swipe the long dash up and that opens the control center. Tap the lock orientation button to unlock it.
Check if th screen orientation lock is on. you can get the orientation lock by swiping your finger from the bottom to the top..
I Checked,is not lock. Sometime it work sometime not .
Yes, I am having this problem as well. Rotation will not always go into landscape, and switches randomly. The lock is off.
I'm having this problem, too. Auto-rotate isn't working post the iOS7 update. I've checked all settings, including the swipe-up settings menu.

I had the same problem until I unlocked the rotate-lock switch on the side of iPad and relocked it. Now, none of my apps are forced into portrait mode, they stay in landscape. Please try this.
Try to turn on "reduce motion" option, which is in Settings-General-Accessibility-Reduce Motion. It worked for me.

if you go to settings-General
You can select between using the side switch to lock rotation or mute. If you select one mute, then the lock rotation icon will show up in the control center. If you select lock rotation, then the mute will show up. THe side switch is then used for the other option.
OK, I have an iPad 2 that I upgraded to iOS 7 yesterday. I had the issue where it was unresponsive to rotation. I seem to have fixed it by going to Settings-->General-->USE SIDE SWITCH TO: and changed it to Mute. Then I reselected Lock Rotation and it now works. Hope this helps.
hi. i've just upgraded to ios7 and all seems to be fine, great in fact, except in the app "remote" the screen is locked in portrait mode. in fact it is locked with the home button at the bottom it will not even rotate 180 degrees. the orientation lock is off so i've no idea why this is happening.
I also have this issue post iOS 7. It usually affects when the device was locked and when you are at the lock screen it won't rotate. This issue is intermediate so it does not always does it but it is still annoying. Fix it apple!
I fixed this issue on my iPad mini IOS7 by doing a re-boot. Works perfectly now
