As far as I know, this has never been a feature. Nice idea though, would be nice to see this as an option in an update.
The latest update(iOS 7) has added this feature not the lock screen. It is located under the time. But mine is just showing 00:00 what I know is that this should be a countdown timer
I has this problem too. I just found that if your clock is set to use 12 hours it doesnt seem to work but if it uses 24 hour clock it does. Try that.

Actually if you are running iOS 7 you swipe up from the bottom of the screen and press the clock icon.
I had the issue with 00:00 replacing my coutdown timer. I tested it on a "known working phone" and established that it it supposed to work in both modes (24h-time turned on and off). I attempted putting the iPhone in recovy mode then restored from the backup and issue was still present. Need to restore iPhone like new without a backup.
I never noticed a timer in the lock screen. So I decided to turn the 24-hour clock on and try it. I now see the timer in the lock screen. Then I turned the 12-hour back on. I still see the timer in the lock screen. Even if I close the Clock app it still shows.
Now that I think back, I might remember it being on the lock screen in iOS 6 too.

I wouldn't work in a certain mode? if that's the case it's a bug. When you restore iPhone like new, it works in both modes. 24h-time on or off.
It is a new feature in iOS 7.
It doesn't work and Apple hasn't fix it😕. Bug occurs on a new iPhone 5s, iOS 7.1, restored as a new phone. Timer shows only in 24-hour clock mode.
The timer shows (counts down) on my iOS7.1 4S lock screen in both 12H and 24H formats.
Are you sure about that? Here's my iPhone 5, I've over laid what it looks like once the timer is done. This is the way it's been looking like for a while.
Like I said back in October, I believe the timer was shown in iOS 6 as well.
You can clearly see the timer in the lock screen with a remainder of 49 seconds.

Have exactly the same problem. Hope Apple will fix this in a new update. So annoying especially since I don't like my time in 24-hour format
Just tried 24-hour clock. Timer still not showing up. But it used to in earlier iOS 7 version. I am running latest.
i hate 24 hours clock, i just tried and it works in the lock screen, how can i see the timer in lock screen with 12 hours clock? please
