settings->iCloud->Documentation and Data turn it off. that solved my problem !
NO RESET ALL BEFORE TEST THAT !
Spent an hour at the Genius Bar Saturday afternoon. My phone was already backed up to the cloud, so they wiped the phone completely, then reinstalled OS7. It works perfectly now, but I then had to spend another two hours at home reinstalling aps, photos, contacts, etc. - as cloud backup did not completely reload. A real pain to do, but better than standing in line and spending major dollars for a new phone. When reinstalling, they said it was extremely important to do it as a new phone - not a restore - as that would only reload the problem (even though they couldn't determine the actual problem). So far, so good. Ultimately, think I will have to move to a 32 bit phone, due to amount of "stuff" I keep on the phone, and still wonder if part of the problem is trying to run a major update on an almost obsolete phone. Strongly suspect the next upgrade will not work on the iPhone 4.

Thanks for the info. I suppose it could be that with docs and Data turned on, the uploading of prior data and docs to iCloud was consuming a lot of the phones processing power and RAM and that slowed people's phones down. Not sure if after some time (maybe a lot) their phones might have cleared up. I don't know if turning the Data and Documents switch OFF then back on puts it in a state where it no longer copies existing documents to iCloud, and only would copy new ones?
i have an iphone 4 and just upgraded. i wanted to love the new iOs7 so bad. at first it seemed cool. but i'm hating it now. there's so many things i used to be able to do that i cant anymore. it's inconvenient & disappointing to say the least:
-I cant swipe to delete my emails or txts anymore. must delete either while reading the email or hit edit then checkbox the email(s) and then trashcan.
-when I rcv a txt while my phone is locked and I slide to unlock right away it doesn’t open the txt msg like it used to. I have to go to the text app and then the specific txt.
-cant delete specific txts within a txt conversation anymore. must delete the entire text conversation.
-hate the dial pad. why would it be made smaller?? makes zero sense.
-the slide to unlock takes a couple tries most times whereas iOs6 did not, ever.
-the browser address bar has the smallest “x” I’ve ever seen. I have pretty small fingers. if it *** for me I can only imagine what ppl w/ big fingers must be feeling like.
-what was the point of making the app icons look flatter & cartoonish compared to looking 3-D and more realistic? it’s like backwards technology!
-the calendar is awful. I liked the old one that showed me the month view as soon as I opened it. now I have to hit the name of the month to get to that view. and I used to like the block style. now they removed the vertical lines.
-notes app – I miss my virtual yellow page w/ lines that looked like a real notepad. now it’s blank & boring. I liked the lines. I want them back!
-I agree w/ a lot of the other posts about the keyboard delay when typing.
OVERALL it's much slower and a much more sluggish response!! I want to go back to the old version.
dilbert41 suggestion below seems to have fixed my issue. It's been two days and the problem has not reoccurred.

Dreamgirl9. All valid complaints. Go to the Apple product feedback link I put on page 3 of this thread. Just copy and paste virtually all of what you posted. It only takes a minute to do.
I too, as so many of you did, upgraded to iOS7 on iPhone 4 and yes it slowed down everything.To name a few:
1. The camera from lock screen was very slow to begin with
2. Notification center and control center were similary hard to get to. A single short swipe was not enough. instead a longer and slower swipe would only do.
3. When scrolling up or down with a long chain of text messages, it would stutter especially at the end which has a little animation of the rubberband effect.
4. Switching from the home screen onto other screen by swiping would sometimes hang the phone in mid of the two screens same would happen at times while bringing up the security pin screen from the lock screen.
BUT guess what while i was about the go back to iOS6 (if i could that is)... i read somewhere that a simple hard reset fixes quite a few lags that i detailed above (mind you i didnt get the lag mentioned by other for entering text).
So go ahead do a hard reset (home button + power button) and it should be way way better than it initially seemed. Hope this helps.
I just read where swiping to delete in mail is still there. In iOS 6 you could swipe either way. In iOS 7 you swipe left to delete.
Resetting the Settings cleared up all issues for me and they, thankfully, haven't returned. I was dreading having to do a full reset and set up as a new phone.
* You are still able to delete emails and texts by swiping, but as pgoodwin notes, you can only do so by swiping to the left.
* If you want to delete specific messages within a text conversation, you open the conversation and double-tap on any of the messages, which will bring up the ability to delete individual messages within the text conversation. I discovered this accidentally!
* If you want to open a txt or email from your lock screen, slide the icon to the right instead of sliding Unlock to the right. this will open the specific message.
i'm once updated my iphone 4 to iOS 7, and it does laggy, the transition
when i'm open & close apps isn't buttery smooth like iOS 6, it's horribly LAG!!
opening camera from lock screen takes time, unlock phone takes more time
but i noticed that when i browse something with safari it goes a little faster than iOS 6
and the social media apps such as twitter & path load & run faster
but i decide to downgrade to iOS 6 because i don't like those flat icons,
those are windows phone's things not apple i feel strange whenever i use my iPhone
and that laggy transition.

Why don't you just bring it to Apple Store have someone there help you? iOS7 works very well in my 4s.
From what i posted in my previous post, it seemed to me that a hard reset was enough but i was too optimistic and i jumped the gun a little but in assuming everything was fine on my iPhone 4. But it wasnt. same lag appeared with everything (lock screen/ notifications/ control center issues) having come back.
But here is something that i tried.... and YES it works better than last time.... awesome stuff i didnt know existed. take a look and i am sure this will resolve lot of your problems on iPhone 4.

i think they want us to buy new iphone 5 or 5S
