Go into settings and reset your date/time. The update threw it off and that is what is keeping you from logging onto iMessage and Facetime.
Tried this still getting same error message
I FINALLY fixed it!! I tried all of the suggestions and possible fixes for this issue but I still couldn't get iMessage or FaceTime to work.
THEN... I went into my settings > wifi > clicked on my wifi network and changed the DNS to 8.8.8.8 and now my iMessage and FaceTime is working perfectly!!!
This didn't work for me I am still getting the same error message and no imessaging or facetime..
I have this problem but also everytime I click on whatsapp or twitter or snapchat a bubble comes up telling me i need to connect to itunes for 'push notifications' !!???? not happy with apple this new ios 7 is crap

@ emmyrox thanks, was not getting the activation error but could not send or receive iMessages after upgrading to ios7, updated DNS setting to 8.8.8.8 and it's working.
I have the same problem. I've been getting the connect to itunes for push notifications and the network connection error. I have tried all your suggestions, even tried changing my password and resetting all my settings.
I wasn't able to activate IMessage or FaceTime after iOS 7 upgrade. I've reset my password several time and I've checked to see if my email address was correct. It's still working and I keep saying "iMessage and FaceTime cannot sign in check your network connection and try again".
Hi. I'm with. Telstra and in settings I'm getting the cannot activate FaceTime error
And iMessage says waiting for activation.
However I am still sending and receiving iMessages and when I tried to call my friend on FaceTime it worked.

I can't get iMessage and Face Time to work as well its coming up with error "iMessage and FaceTime cannot sign in check your network connection and try again"
And when I tap on any app it is coming up with error "Connect to iTunes to Use Push Notifications"
I have tried reseting date/time & DNS 8.8.8.8 no luck so far!! It seems like it's a BUG in new IOS !!!!!

I had the same , Just back up too iCloud and then go too reset and delete all content and settings on phone then
Restore from iCloud, it's a long process but it works, I have just done it.....
