In iOS 7, how to disable Frequent Locations (iPhone 4S)?

In iOS 7, how to disable Frequent Locations (iPhone 4S)? When I go to Settings > Privacy > Location Services > System Services > Frequent Locations, the button is "locked" (ON) and I can't change it to OFF, even if I allow Locations to be changed...

iMac, Mac OS X (10.6.8)

Do you have restrictions set?
If so, try temporarily disabling restrictions completely, turn Frequent Locations off then re-enable restrictions.

Yes! You're right! I turned off Restrictions and, now, Frequent Locations is turned off!
