Does the iPhone 5s have Wi-Fi calling?
Does the new iPhone 5s have Wi-Fi calling capability? I do not mean Apple Talk. I am referring to regular calling via Wi-Fi instead of cellular.

Updated my iPhone 5 to iOS 9 and as expected, no WiFi Calling.
Wi-Fi Calling is carrier dependent feature. Your phone company must support it, like Visual Voicemail is a carrier dependent feature.
In the United States, only my carrier, T-Mobile, implements WiFi Calling.
There is some discussion that AT&T will also add the feature at some specified time in the future.
AT&T added WiFi calling to their service 4 days ago, only for IP6 and above though.

According to CNET, AT&T's implementation of WiFi Calling requires iOS 9 and only works with the iPhone 6 and 6+, while Sprint's can work in iOS 8 with also the iPhone 5c and 5s.
T-Mobile's early adoption of WiFi Calling was the original reason I signed with them 10 years ago, so that I could have coverage at my parent's home, in an area of poor cell coverage. I was pleasantly surprised to discover that it also worked in London in my two trips there as well! 🙂

Again, that depends. T-Mobile lets you make and receive Wi-Fi calls for free between 120 countries. Sprint customers won't be charged for calls made to, from, or between the US, the US Virgin Islands and Puerto Rico, but they will be charged "international calling plan rates" for other countries. Republic Wireless only supports Wi-Fi calling for the US and Canada. Other than that, the carrier has no international support, which includes no support for Puerto Rico, Guam and the US Virgin Islands.
According to my friend whose iPhone 6 is on AT&T, they must pay international rates when outside USA even when using WiFi Calling. My experience with T-Mobile is that outgoing/incoming voice and texts anywhere in the world on WiFi Calling is the same as if located in USA.
AT&T dropped the ball on this one (no surprise)!
It seems that way, although I have no actual evidence, yet.
But it is limited to a 6 or newer and it does seem that AT&T are intent on monetizing it by billing you for not using their transport system, at least in some circumstances. But what's new, I never thought that they were a kind and caring (let alone competent) outfit.
I travel to the UK very frequently, I use Google Voice, that my US callers just dial a US number and pay for a local call, when I return the call it is also just a local call which is normally free. And there are many alternatives so AT&T are easily avoided (assuming they actually show up at all)
Well, my friend is an attorney in Seattle and he read the required agreement he was presented with by AT&T before he approved it, so I will take his word for it.
That is too bad as he is on his way to Havana...
I'll believe it only when the bills arrive, then it becomes real. 🙂

I don't totally know, but you if you switch to AT&T, whenever you call someoje it gives WiFi. I doubt that this is true, BUT I have heard it.
