iPhone 4S, updated to iOS 7.0...
My phone keypad is white, not transparent (even with changing wallpaper). The circles around the numbers are transparent but the primary backround is white. I looked at apple videos of iOS 7 and this appears to be wrong.
Is there something I can do or is there a setting to resolve this?

This appears to be the expected behavior. There are elements of translucency, but not transparency. The frosted glass elements of iOS are not fully transparent.
You can try with other wallpapers to measure for best effect, mine is below.

This is expected in the phone app. The dialer is white with each button ringed with a transparent area that shows your wallpaper behind. When you begin dialing, you should notice each number briefly reveals the wallpaper behind it.
No, it looks like this, you can see the red colored wallpaper throught the circles but not on the background.
Like the image below? That's actually the passcode on the lockscreen, not the phone dialer. Keep in mind the video and materials Apple releases before a product launches are always subject to change.
When I see the video of the Apple release of iOS 7 it appears that the entire backround of the keypad is transparent, like all the other apps.
