I can't scale and rotate my wallpaper and lock screen pictures. Every time I try to in the settings, the picture snaps back to a large size the is bigger than the screen. I pinch it and it gets smaller, but when I release it snaps back again. Tried on my iPad, iPhone, and wife's iPad and iPhone. All have the same result.

I was able to move and scale my wallpaper by turning off the parallax motion.
Go to Settings > General > Assessibility > Reduce Motion "set to OFF"
Next, in Settings > Wallpapers & Brightness > Choose Wallpaper - you should now be able to "Move and Scale" the photo that you've chosen for your wallpaper.
After you've SET the wallpaper, you can go back to Parallax motion by turning Reduce Motion to "ON".
@Jellyree Apple Support told me the same thing. It didn't work for me. The fact is that in iOS 6, you could size the picture and it would stay that way. Now, before you can push the "Set" button, the picture jumps back big as ever. The troubling part is that Apple Support would not acknowledge this as a bug. Said the OS was designed to behave that way. I guess no more custom lock screen and wallpaper?
I have also tried the suggestions above to scale photos to create Wallpaper on my iPad mini 3G + Cellular but they are just not working.
One suggestion was to create a Screen Shot but as you all probably know, Screen Shots are not always that precise and are a poor version of scaling.
Does any one have any new suggestions?
I am rather despondant as my new ipad mini is a big pressie to myself! There do seem to be quite a few glitches. I assume Apple employs people to read and act upon these Forums....?

Try changing settings. Still can't move and scale a picture while holding ipad horizontal (how I hold it most). Zooms back or doesn't hold to position.
