I want to transfer photos from my iPhone 4 that is still running on iOS6, to my iPad 3gen that's running on iOS7. How do I do it? Do I need to download an app to facilitate the transfer and if so, which is the best app to use?

Use an app. Which one is up to you. They all do the same thing in the same way.
Unfortunately, the iPhone 4 does not support AirDrop and photos cannnot be synced using Bluetooth between iOS devices.

Photos CAN be transferred between iOS devices via Bluetooth. There are dozens of apps in the AppStore for doing just that. Just search the AppStore for "bluetooth photo" to find them.
Thank you snozdop, I downloaded an app on both devices and I have been transferring photos, via Bluetooth without any problems. I appreciate the CORRECT advice. :)
