Unable to move and scale photos for wallpaper on IPad mini after iOS 7 update.

After update to iOS7 on my IPad mini, I am able to select my personal photos for the wallpaper, but I cannot move and scale them to fit. The option is there but unresponsive. I already had to remove the protective case to access the new control panel via up swipe which must begin below the screen next to the "home" button to initiate. Now I can no longer personalize the wall paper with my own photos. It's been a frustrating experience without any real perceptible improvements.

just got mini for Christmas.. the retina model.. and can't scale wallpaper photos. Don't think that having to install ANOTHER app to fix a problem inherent in how iOS7 works in the Mini when the problem does NOT exist on either my iPodTouch5G or iPhone5 is any solution at all.. I'll deal with this but do EXPECT Apple to address this. And .. btw.. my reduce motion setting was already off. So that's not the problem.

Sigh..

I agree, unfortunately since the introduction of IOS 7 apple has done nothing to fix this problem. I found the instafix APP for my daughters so they could personalize their minis they got for Christmas. I searched for several days to find a fix, nothing I tried worked. The APP is just a quick easy fix until Apple addresses the issue.

I always run my BG images through Gnu Image Manipulation Program on my Mac before importing to iOS.

But..

This could be a good opportunity for you folks to try out the Sketch Book Express free drawing App from Autodesk. Basically import an image from the Camera Roll.. Perform a two finger transformation operation. Save the image. Review SketchBookX images and select the option to export the scaled image back to the Camera Roll.

Then choose the scaled image with the Settings App. Wallpaper setting..

I know.. there is a bit of a learning curve...

But..

You've already got an iPad.. so you might as well get proficient with some drawing App..

I have been having this problem ever since ios7 as well on my mini. Ive been reading discussions like about this issue for months and am surprised that apple has not done anything about it? I was expecting a fix in the ios7 update but still nothing. It seems like something so minuscule is taking way to long to fix considering it been giving so many users the same problem....

Not sure how you guys have got on with this, but found a solution. Kind of.

It appears to be the way the mini views the picture. The device seems to need a lot of overlap either side of the wallpaper image, so if you crop your image to the 'screen shape' it automatically crops to fill that hidden overlap. If you crop into a square, rather than a rectangle shape, it will let you drag from side to side, not up and down.

it's a stupid quirk. I doubt it'll get sorted, but hopefully that will help someone else. It worked for me.....
