Hi, I'm creating book publishing format 4x6, one for interior, and another for cover. I've read textedit can be used for this.

I've read TextEdit help, googled for hours, youtube....searched websites on formatting... if I find something will post it here for you.
In TextEdit, File>Page Setup. Set the 'Paper Size' drop-down menu to 'Manage custom sizes'.
Click the '+' button and specify the paper size and, if you wish, the non-printable margins. Click where it says 'Untitled' once, pause, then click again to be able to edit the title - give it a suitable name. Click OK. It will now appear in the 'Paper Size' drop-down and when you go to 'Page Setup' and select it the currently open TextEdit page will be set to these dimensions.

for the book formatting I have not been able to locate: paginating. Thank you again for these guideline!

TextEdit doesn't offer paginating: it's only intended as a very basic word processor. You would be better off with Pages.
