On the iPad mini I had ios6. Loved it. But then updated to ios7 now I have a blurred line around bottom menu...don't like that. How do I change that bar back to clear?

If you mean the dock with those 4 fixed apps in each home screen, that's how the new design is.
By the way, I guess you are speaking about iOS7, since iOS8 has not been yet developed.

Yes it is IOS7 updated. Is there any way to change that bar. I have an important photo as background and it's cutting off part of the best in photo?

I doubt that Apple will ever allow alteration of the dock by the user - they never have before - but you can hope. How I would let you know should that even ever occur I don't know. I'd suggest you just keep an eye on the reports when Apple releases future updates to iOS 7; that's how any sort of customizability would be added.

I have the blurry bar, but it is NOT the dock with 4 fixed apps. There are NO icons in the bar. The bar just appeared after I let my 10-year-old son look at it (learned my lesson there). I have an iPhone 4. Help!
It probably is the dock bar. Its just empty. You can drag icons to it by pressing on them until they start to shake, and then drag the icons onto the dock.
There is no way to disable this dock. Most people keep there most used apps there so they can access them from any screen.
