I just switched from an iPhone 4 to a Galaxy S4 and now other iPhone users can't text me. I have turned off imessage, unregistered my iPhone from Apple, changed my Apple password and did a hard reset on my old iPhone. Another iPhone user even deleted and recreated my contact information in his phone but text messages are still not going through.

I had this problem too. And I didn't have my iPhone anymore. So, what I found worked for me was deregistering my iMessage account. I went here Deregister iMessage on your iPhone or online - Apple Support and was able to get a confirmation code sent to my android phone and from there I was able to deregister my account and finally start getting texts from iPhones again.
I found the solution ! All you have to do is text the person you want to text from your iPhone But before you send the message turn off your data and WiFi. Then text them and eventually it will say not delivered and click on the little icon next to it and put send as text message (now turn on your WiFi or data) and the message will get delivered as a text message and will also fix the problem. It will send it as a text message to that person from now on if they have an Android. Hopes this helps!
It is most likely they are still IM'ing your apple id instead of your new phone number.
have them explicitly text your phone number and not your apple id.

The iPhone user deleted my contact info and entered my number directly but it still wouldn't go through. I can send messages to the iPhone without issue.
and when they reply, nothing?

Text failed message is showing up on the iPhone. All my contact information and old text messages have been deleted from his iPhone and then I sent him a text but he can't reply or send one by directly entering my number. I have no other iOS device.
So he receives the texts you send him, but he can't reply to those texts?

Well it looks like just the one iPhone is the issue since another iPhone user just texted me. Now I have a new focus for troubleshooting.
The exact same thing happened to me with my change to the S4.
My daugthter can send me a text b/c she clicks on it and changes it to a text messages instead of an imessage but I cannot get messages from any other iphones.
I googled and it said to unregister my phone, I logged on and my phone wasn't listed.
I've tried everythign you have as well.

Changing the label makes no difference at all.
This is definately happening. It has something to do with the phone trying to send texts as an iMessage. It is related to the new IO7 release.
I set my phone to send either as an iMessage or a text. This is something you have to do manually in settings.
I was sending messages to other iPhones and they were not going through at all. The worst part was I was not getting the 'message failed to send' until a day or so later. I was able to send and receive texts to other phones - so it is specific to iPhones.
This issue hit me Sunday, and seems to be fixed now. I did a reset on my phone and all is well. So, try that. this does NOT mean just powering it down. You need to do the thing where you hold the home button and the power button on the top. Hold them together, at the same time, for about 15 seconds. Your phone will go black and power down.
I do this once a week, to make sure the phone re-boots and gets the latest fixins. Know that when you 'power' your phone off, it isn't turning. Like all stupid 'smart' phones, powering your phone down just puts it to sleep.

Have you contacted your carrier to make sure your account is properly set up?
