I received an ipad mini 32 gb wifi as a gift. I already own an ipad, so I was looking to sell this and was wondering if I bring back to the apple store they will give me the full refund price that it cost to buy ($429) I do not want to go through the trouble of selling online via ebay, etc. What should I do?

Apple only gives refunds if returned within 14 days of purchase and receipt. Except, check the first link below.
Your only option is to sell the iPad and buy a new one.
