cannot connect to itunes store and sync session couldn't be started

when i try to download an app or sign in to itunes on my iopd touch, it says cannot connect to itunes store. When i try to sync with itunes on my pc, it says "...." ipod could not sync because sync session could not be started. Are these related, adn how can i fix it?

iPod touch, iOS 7

Afters hours of messing around and worry, the solution was so simple it should have been the first thing I tried.

RESTART YOU IDEVICE

not hard reset or anything, just hold the power button and slide to power down, then turn back on
