How do I turn on AirPlay in my iPhone 4s? It's not showing up on the control center whenever I swipe up from the home button. PLEASE HELP!!!!!!!!

I'm swiping up from my home screen button to bring up the control center, but there is no AirPlay option. I know that there is AirPlay for iPhone 4s after the iOS 7 update, but I do not know how to get to using AirPlay.

Had this same problem for both my 4s phones and iPad 2 and 3. Tried the reboot the router suggestions I have seen and it worked briefly. Had a different issue with my iphone and went into settings to fix. Turned OFF background app refresh under Settings-general-background app refresh. Noticed a bit later I had airplay on my phone. Went and did same thing to iPads, boom, there it was. Hope this works for you.
