From what you are saying, when you try to download an app, it is asking you to log into iTunes, and then you are taken to your billing info. This would indicate that your billing info needs to be updated, even for free apps. That is how you are identified in iTunes, which is the same as the App Store. You need to log into your Apple ID and update your payment information. Something is out of date, either an address, or the expiration date, etc.. If you wish to try and remove your payment information, you need to look at this support document. This also explains updating your payment info.
