How do I get FaceTime back after upgrade loss?

I've never used iMessage, but when I checked it, it is not activated either.
Has all the troubleshooting in this article http://support.apple.com/kb/ts4268 been attempted?

Resolution
iPhone automatically registers your phone number for use with FaceTime and iMessage during activation.
To use FaceTime with your Apple ID, navigate to Settings > FaceTime and tap "Use your Apple ID for FaceTime." 😕 I do not get the option on this. My screen just says "waiting for activation"
To use iMessage with your Apple ID, navigate to Settings > Messages > Receive At and tap "Use your Apple ID for iMessage." 😕 I do not get the option on this. My screen just says "waiting for activation"

To resolve this issue:
😕 I am connected to the network and all my other Apple apps work and log in like the app store and iTunes.
If "Waiting for Activation" still appears after you perform these steps, turn FaceTime and iMessage off and on in Settings > Messages and Settings > FaceTime.You may need to wait up to 24 hours to complete activation. Most attempts will take less than an hour, but some attempts may take up to 24 hours. If your issue isn't resolved after 24 hours, follow these steps. If you've recently performed a remote wipe on your iPhone, wait 24 hours from the time you performed the remote wipe, and then turn iMessage off then back on

When you're enabling FaceTime or iMessage on an iPhone, you may see "Waiting for Activation" or "Activation unsuccessful."
To resolve this issue, follow these steps. After each step, turn FaceTime and iMessage off and on in Settings > Messages and Settings > FaceTime.
You can see that you've activated FaceTime and iMessage with your Apple ID by tapping: 😕 Never see this screen.
If you're still unable to resolve the symptoms above after performing these troubleshooting steps, please contact Apple for assistance. 😕 I thought I was doing this now.
OK I just noticed this one: Verify that you can send SMS messages. You need a valid SMS messaging plan to activate FaceTime and iMessage.
I do not know what a SMS message plan is. That that my normal msn email account that I use or could this be the problem?

An SMS is a text, not email and yes, that's most likely your problem. Do you not text from your iPhone?
I send texts more that I talk. But then I just got this great news from another thread!

Others have had success with it. Sorry it did not help you.
I know it doesn't help you much now but Apple is aware of the issue and is expected to release 7.0.3 next week to address iMessage issues.
