Upgrading iOS does not and has never removed FaceTime.
Check in Settings > General > Restrictions to ensure it is not blocked.
Also check that it is turned on in Settings > FaceTime
Saying it doesn't happen when it clearly has doesn't help me at all. Also lost I messages, and no it's not in my imagination.
If you lost messages then it's clearly user error. When the iPhone is used as Apple recommends, there should be no data loss when the iOS is upgraded.
Diesel has given you very valuable information on how to solve your issue. If you want to act like a child and pout and disparage him, that's your choice.
I still have the icon after the upgrade, but it lost its programing and cannot activate. So I too lost Face Time after iOS 7.0.2 and Apple is pretending that this is't happening.
Be honest for a change and fix the problem you caused.
FaceTime works perfectly fine for myself and millions of others. Therefore the issue is not with iOS7 or Apple, but rather with the specific Apple ID or device.
Try actually troubleshooting the issue instead of throwing around blame.
I have tried every so called fix on this website. I think I have earned the right to complain.
Not in these user to user technical support forums.
If there is a technical support question, ask it.

i have gone to feedback and asked. I have gone to technical support and asked. I have asked the forums. My phone is messed up. What do you suggest I do next? I cannot undo this update.
There is little to no help to offer if users, like yourself, refuse to do basic troubleshooting. I'm basing that on other threads that you commented on.
I have done the trouble shooting listed in the forums. As I refuse to reset my phone and loose information on it is not basic troubleshooting. I have checked every setting and gone thru every suggestion that is listed anywhere on this website. Why do you thing I have refused??? You have not offered any suggestions other than what was listed on the Apple troubleshooting link that I have followed from multiple links. Yes I am upset and you sit in judgement but have offered nothing extra from what I have tried to fix from following the Apple Tecch suggestions and they did not work. I have been all over multiple forms and have tried everything except resetting my wifi device and resetting my phone. I HAVE DONE ALL TROUBLESHOOTING SUGGESTIONS do you now get it? You've seen from my other threads that I have been all over the place looking for help and yes I am frustrated. Do you think if I took my phone to an actual APPLE store that they could help me? Or many all the others that are sharing the same problem all over the forums....
Has anyone tried re-installing the new upgrade? Is there a chance that something went wrong during the update? I have a 4S phone. Could that be the problem. My son living in the same house with a 5 phone has no problem with the Facetime.

Your words, no one elses.
No one is asking you to "lose information". What is asked is that users perform basic troubleshooting. Honestly, if the device is used as designed it is virtually impossible to lose data.
Settings > General > Reset > Reset Network Settings There is no data lost.
Perform a reset of the device by pressing and holding the home and power buttons until the white Apple logo appears. Again, no data loss.
Restore the device from backup. Again, no data loss.
Restore as new, this is a troubleshooting step. If it does not resolve the problem, simply restore the device again to the most recent backup. Again, no data loss.
Honestly if Facetime/iMessages is MISSING from the device entirely this is very peculiar. An issue COULD exist on the device itself as a result of an issue WHILE updating. If you have a backup of the device restore it to new in iTunes as this will RE-INSTALL the software and fix the issue.
Once you restore the backup if the issue comes up again the backup could be holding the corruption that is causing the issue, so make sure you start the device as new and try signing in and everything BEFORE you restore from your backup...

Okay I held my breath I trusted you not to lose my information and I went through all the reset that you suggested. They did not work. I still do not have face time because it will not activate. What do you suggest I try next.

Based on the above, you do have FaceTime, the issue is that it simply will not activate.
Is iMessage activated?
