What is going on ? How to fix it ?
FaceTime is NOT(!) listed under: Settings->Cellular:(Use cellular data for)
You have to be provisioned by your carrier to use facetime over cellular data.

That is not a feature on the iPhone 4.
You need an iPhone 4s or later to use FaceTime over 3G.

You don't fix it because it's not broken. That is not a feature of the iPhone 4, regardless of what version of iOS you're running. That requires a 4S.
This is not true - I had facetime over 3G on this very iPhone with iOS 6
No, you did not.
Not unless you actually have a 4S, not a 4. Facetime over cellular requires an iPhone 4S or higher.

My 4S lost Facetime after the upgrade to iOS 7.0.2. Worked greaat before. This upgrade was a joke. Oh and no one will admit the problem exists even though it is all over the web.

Did you lose the FaceTime app and settings or are you unable to activate?

The upgrade doesn't recognize your previous iMessage and FaceTime settings.
Put your device in Airplane mode, turn off iMessage and FaceTime and reset your network settings. Make sure you have iMessage and FaceTime off.
Turn on Airplane Mode: Settings > toggle Airplane on
Turn off iMessage: Settings > Messages > toggle iMessage off
Turn off FaceTime: Settings > FaceTime > toggle FaceTime off
Reset Network Settings: Settings > General > Reset > Reset Network Settings
After the rest, turn off Airplane mode and re-add your wi-fi password(s). Toggle iMessage and FaceTime back to on in the Settings app.

Thanks for the suggestion. I followed all your instructions and it still will not activate.
Others have had success with it. Sorry it did not help you.
I know it doesn't help you much now but Apple is aware of the issue and is expected to release 7.0.3 next week to address iMessage issues.

I also lost facetime after upgrading to IOS7 in iphone 4.
or back up to icloud
erase all content and settings
restore icloud backup and facetime and imessage will work
