Since upgrading to 7.02 about half my texts don't go out even with a robust wireless or LTE signal. I have checked the 'send as SMS' but in some cases the messages will simply lock up and not go no matter what. Happens almost all the time now- and en=ven some texts that show as sent never arrive. Never an issue with IOS 6- they would go as SMS if iMessage didnt work but this seems broken on 7

Congrats, you're the 1 millionth customer to have this question, lol... Search the forums... many have found solutions that might help you...
Try this:
1) Settings
2) General
3) Reset
4) Reset Network Settings
This will reestablish the link for the cellular connection and the cellular data as well as the saved WiFi connections will be reset.
Also Check this:
1) Settings
2) Messaging
3) Ensure iMessage is turned on (sometimes it will turn itself off for some reason)
4) Press on Send & Receive
5) Ensure that all emails you want to be reached at as well as your phone number are listed there
Remember that iMessage requires a data connection so with out either cellular data or WiFi it will not work.
Finally after those two steps if it still does not work check for an update under Settings>General>Software Update and if you're up to date you could try a soft reset by holding down the power and home but together until the phone turns off and the Apple logo appears.

Same here on Italian network, and, this morning, on my wifi, too...
A shutdown and a restart of the phone seems temporanealy fix it.
No Airplane mode fix it.
IMHO it's a problem on Apple iMessage servers...

tried both, none worked for me.... also hard reset, no luck either
Actually - the problem is back today after it seemed to be solved yesterday with the Network reset. I certainly hope I dont have to reset the **** network every time I want to send an imessage as seems to be the case. I also move between many networks in a day so re-inputting all the passwords is a chore and a half. Will the next IOS 'upgrade' solve it I hope?
If it keeps occuring you can try to just so a "soft reset" by holding both the power and the home button down until the phone turns off and you see the apple logo reappear and then try it again.
