Safari on my PC (5.1.7) the bookmarks and reading list no longer sync with my IOS7 devices?? Have Apple ended it?

Apple stopped supporting Safari for Windows.
If you check the latest version of iCloud Control Panel (3.0), Safari is no longer an option for Bookmark syncing.
Open the iCloud Panel on your PC. Deselect the box next to Booksmarks then reselect it.
On your iOS devices, tap Settings > iCloud
Switch Safari off then back on.
Give iCloud a few minutes to re sync the data.
Control panel 3.0 doesn't give you that option.
Apple still supports Safari 5.1.7 for Windows
But not Safari 6 > Apple apparently kills Windows PC support in Safari 6.0
Then how are you syncing bookmarks betweeen your PC and iOS devices ??
That is correct. You can still download 5.1.7.
Apple stopped updating Safari for Windows some time last year.
They completely abandoned Safari for Windows last month when they released iCloud Control Panel 3.0 and removed Safari from the bookmark sync options.Futhermore it looks as though Apple removed all previous versions of iCloud Control Panel from the Apple Support Downloads page.
I'm not, I Can't!!. I was using Safari on my Sony to see if it was worthwile to make the jump to mac. Apple has stopped syncing with Safari but supports it on Firefox & Chrome (The competitors, the latter I now use) No Point Buying A Mac Now!!

You said IOS devices;. Not Sony.
It's no wonder the reading list and bookmarks won't sync.
You can judge a Mac (which is a combination of hardware & software) by one piece of software that was made by Apple especially when it was made to run in a completely different (and non-native) environment.
