Overnight in UK the issue seems to have resolved itself!
I agree with Andy. Today (clocks change plus one) the Calendar current time bar is correctly positioned on the Day view. The change from BST to GMT (and GMT to BST) in UK occurs at 0200 in the morning. It would appear that the Calendar does not update its positioning of the time bar until midnight after the clock change.
Also in USA on iPad
I am not sure why but now the problem has disappeard both on iPhone and iPad.
I checked both my iPhone and iPad and both showed the time bar correctly immediately after the DST change.
Still messed up on my iPhone and both iPad & iPad mini. U.S. location; went to standard time this am. Chatted with apple support as soon as I saw it this am and they acknowledged the bug....
For those of you in the USA whose clocks changed today (3 Nov), you will probably find that the fault will clear itself tomorrow. It appears that Calendar in iOS7 on both iPhone and iPad fails to position the current time bar correctly immediately following the clock change but sorts itself out at midnight.
Same type of issue here except "reversed". The time line is an hour *ahead* but shows the correct time next to the line which is an hour behind where the line is.
Where is "here"?
Time did not update correctly in USA/Missouri for iPhone5s, iPad4, and iPad2 using iOS7, and iMac using 10.7.5. Calendar matches the incorrect time.

Yep fixed here today. Looks like you were correct!
"Here" was not meant to be interpreted as a specific location. Sorry for the confusion. I was trying to imply likeness of the issue occurring on my devices, meaning "here on my device as well".
What you mentioned did in fact occur with the current time line correcting itself at midnight. Both my iPad and iPhone are back to normal.
Just realized I have this bug too, even just after updating to iOS 7.0.4!! 😠 *** APPLE?! I almost missed an appointment today because of it.
Not sure where you are located, but everywhere this issue occurred corrected itself within 24 hours. Check your settings in Data and Time. Are you using Set Automatically? If so, the error is with your carrier. If not, then try a reset on the device. No one has reported it since the last time change which was the US on November 2/3.
Yes, its on Automatic and I already reset my phone twice. It had to reset for the 7.0.4 update, and I did it again myself. So no, its not fixed. I'm in Virginia
