Error code -128 means itunes stopped the burn before that actual burn process began.
You need to goto Help>run CD Diagnostics again and copy?paste the WHOLE report. The top part is missing from your last post
Also goto the link below and paste the report there to so you can send it to apple and they can fix the issue in future updates to itunes

I sent a copy of the diognostic to apple when I first had this problem...and I did it again just now cuz you said so!!!
Looks like everything is OK in the report besides outdated software.
Goto microsofts windows update site and download all the update they pull up for you. Keep going back til they show no more updates for your system
After that goto Apple.com and download/install the latest version of iTUnes.
Now are you burning on your internal CD ROM (The one inside the PC) Or on an External drive (THe one connecting to USB)?
Also what is your EXACT model A Dell Dimition 789 or wwhat?

internal cd. dell demention 4400. 1.7ghz p4. 80 gig hd.

The "FLASHBIOS UPDATE" which you will want to download the "Floppy" download and NOT the "NON-PACKAGED" one, follow the instructions here step by step
There is a a update for your liteon burner under "Removealbe Media Storage Devices" but I recommend contacting dell to see if you need this update, its only for certain part numbers which I do not know, Dell should be able to find the part numbers for you or direct you on finding them on your system
