This was always possible, and not only since iOS 7.

iPad Passcode: Settings > General > Passcode Lock > (enter your iPad passcode) > Change Passcode
Restrictions: Settings > General > Restrictions > Enable Restrictions > Set a different restrictions passcode
thank you for giving of your time... I have reset screen passcode but in going to restrictions as per your instructions I dont see any option given for a new restrictions code.... I must be missing something and would be thankful for any advice....
If the Restrictions are enabled now, disable them. Then when you re-enable them you will be able to enter in a different passcode.

Before you can enable Restrictions, you must set a Restrictions passcode.
You can set a different Restrictions passcode than the one for your iPad.
Make sure you don't forget either, otherwise you'll have to restore your iPad.
And of course note that iOS 7 is sufficently "different" ("odd" is the word I would rather use) to merit a visit or two to its updated User Manual. Either an online consultation, or by downloading via iBooks for offline perusal.
