It's no big deal. All your computer is doing is seeing the camera folder on the iPad and thinks that it's a camera. Just ignore the pop up. Or, one of the options you'll be given is 'do nothing', choose that and you should also see a little tick box for 'do this every time', which will permanently dismiss that dialogue box.
As to 'not charging' that too is normal. Most USB ports dont' put out enough power to meet the iPad's requirements, so it says not charging. just ignore it., but know if you leave your iPad connected to your comptuer and have the screen of the iPad on the battery will drain - just like it'd drain if you were using ti not attached.
