why can't I turn off cellular data for some apps

Since upgrading to IOS 7 on my Iphone 4S, I find that it has reset my cellular data settings.

Mac Pro, Mac OS X (10.6.8)

I finally figured out how to turn on and off cellular data services on my ipad mini 4. First, Setting - General - restriction- enter your restriction code - found "ALLOW CHANGES" part - cellular data use - turn on. Now you back to setting and click cellular data, you will find all apps you are able to turn on or off individually to use cellular data.

I guess the whole problem was caused by the cellular data services company - In my case this is T-mobile. When I insert sim card to my ipad mini 4, it stated updating cellular services setting. I guess this is where the setting was changed in restriction part to turn off cellular data change. I am glad I finally figured out. Hope this helps.

I have had this same issue since I updated to 7.0.4 I can close my apps from using cellular data but Apples onboard apps I'll turn those all off but as soon as I back out they automatically turn back on I have been to my local apple store 5 times on this problem they just give me the deer in the headlight look or swap my 4S out but as soon as I put all my info back on the same thing happens again i think i will edge up and get a samsung galaxy 4S Apple Inc needs to fix this issue I'm not the only one with this problem Apple get your S$it together Steve Jobs wouldn't put up with this BS

Me too. iPhone 5s, up to iOS 7.0.4. No damage. Not hacked. Something happened in the past few weeks, and my apps have gone rogue and cell data hungry. NO MATTER what I do. About half of my apps have the power to turn their access to cellular data back on. Not all. Just some. That batch even includes an Apple app, App Store. I'm unwilling to pay for cell data for an app that shows a dog licking the inside of my screen, no matter how much my kid may like it.


I've been thru two Apple reps: both told me this was NOT a known issue, and then I found this post. The first stopped calling me back while were working thru solutions, the second gave up and hung up on me! Resetting all settings didn't work, they got up to doing a restore from backup. I haven't had a chance to do this yet, but would be interested in knowing if it worked for anyone else before spending the time.


Outside of that, the first rep said if it doesn't work, its likely an irreparable hardware issue. What then Apple?


Thoughts? Suggestions?

i have exactly the same problem. Tried to restore to factory ettings and then restore from backup and still the problem persists. Whats more annoying is that when i try to use safari or another app on cellular data i get the message that cellular data is turned off for that app even if its on and cant turn it off!!!!! Someone from apple must step up and fix this. I can no longer use my iphone on cellular data as i would and that is unacceptable!!

I did do the restore from backup routine. It not only didn't help, but my iTunes Match hasn't worked right since.

I used to use my iphone as my car stereo, but now I can't get music downloaded to it, and when I click play, it just sits there.

so, now I have apps that use cell data that I don't want to use cell data, apps that I want to have use cell data that don't use it, and no music capability on the phone at all.


despite the fact that insanity is doing the same thing and hoping for different results, once again this evening I plan to try and reset the iTunes Match and get the proper apps using cell data.


Also, every once in a while, I start getting messages from my carrier that my phone is using up all my data plan. onavo doesn't show it. The phone doesn't show it, but the carrier does.


sometimes I miss my ancient very very cheap plain ole ordinary cell phone. :-)

I have the same issue as all of you on iPhone 4S only started happening when I updated to 7.0.4.... It auto forces apps to the one position under cellular data. I've tries all of the above from resetting it to restoring it etc. With no solution however when I restored it then resorted my files I partially fixed it. Meaning I can turn data on and off on some to most apps however things like settings FaceTime passbook etc stay in a locked position of on and when you change it leave the setting screen and come back to it it's back on. Yet when u are actually on data not wifi it states those items forced in the on position to be off and that there is no internet connection. I've sent in two bug reports already and I intend to send in a couple dozen more till they solve it because I'm fed up.

I responded already to this issue. I have the same issue in my Iphone 4S. What I did I uninstalled the apps that I cannot turn the cellular data off, then I restarted my phone, I also reset network and location/ privacy settings. Then I reinstalled the apps that I previously uninstalled but I dont want them to use cellular data and it works. The only thing I wasn't able to do was to turn off the cellular data for factory apps.

I just called Apple tech support about this exact issue. I was told to back up and restore my phone. My main issue was that Facebook in particular was devouring my data, even when it was not open, so I was turning it off in cellular while I was not using it. This was fine, but then my phone started turning on all my apps (as you all said, turn them off, leave that screen, reopen cellular to find they were all turned back on)

I restored and all seems fine now, i just can't turn off factory apps, but they don't seem to eat up my data. So we'll see how long this restore fixes the problem for I suppose.

Finally gave up and went to the Genius Bar at my local Apple Store. They spent two hours on my case; the people helping me said they'd never seen the problem before. Bottom line is: in my case, this issue has now been fixed. That's the good news. BUT the only way it was fixable was to entirely wipe the phone, and set it up as a NEW iPhone -- which means I've spent the last 36 hours rebuilding my apps, etc.


The Apple Store did a full set of physical diagnostics on my iPhone 4S -- all of which checked out fine. They then did a fresh install of the firmware, and iOS (7.0.4). But then we had to set it up as a NEW iPhone -- when we tried to use my existing backup, the problem reappeared. They said this meant my backup was somehow corrupted, but they couldn't give any more details.

I know this is kind of late , but I had this same problem. The apps that I didn't want to use for cellular and every time I would close out of settings or disable cellular data the apps would re-enable again , but I managed to restore my iPhone I had to set it up as a new iPhone , no backup or else the same thing would happen , and I advise if you are having a problem like this to write down all your apps or contacts or important stuff down ,

So you can use for reference. But by me restoring my iPhone and setting it as a new phone resolved the problem. I hope this helps :)
