why can't I turn off cellular data for some apps

Since upgrading to IOS 7 on my Iphone 4S, I find that it has reset my cellular data settings.

Mac Pro, Mac OS X (10.6.8)

I finally figured out how to turn on and off cellular data services on my ipad mini 4. First, Setting - General - restriction- enter your restriction code - found "ALLOW CHANGES" part - cellular data use - turn on. Now you back to setting and click cellular data, you will find all apps you are able to turn on or off individually to use cellular data.

I guess the whole problem was caused by the cellular data services company - In my case this is T-mobile. When I insert sim card to my ipad mini 4, it stated updating cellular services setting. I guess this is where the setting was changed in restriction part to turn off cellular data change. I am glad I finally figured out. Hope this helps.

I just had this issue today's morning, I read all your answers before doing anything else and I came to the conclusion by doing a general reset (Settings-General-Reset-Erase All Content and Settings) affortunately yesterday I did an icloud backup so there was no problem with my data. Finally after doing this reset my iPhone started working fine.

I read all the posts, and have tried everything, I am having the same issue with my 4s and 5. This looks as if the issue has been around for about 5 months, I am not sure why it has just started for me. I am sick of wasting data, I am about ready to sell the phones and switch to the nexus 5 or something. An issue like this should not be ignored by apple until enough people complain about it.😠

This has been a total bull **** problem. After going through Apple support and and the "Genius Bar" at the apple store, the best they came up with was to do a complete reset. Scrub the phone and start over. Apparently the problem somehow stuck to my backup points so they were useless too. After erasing all apps (not to mention pictures and contacts and settings and.........) the problem is gone.

I have the same issue too. iOS 7.1.1' 4S. I have also read all the previous comments.


Anything digital can be fixed, we just need to find the broken links. This issue of not being able to save a certain setting brings to mind two possible causes:


1. the setting file for the affected app is corrupt

2. the setting file's permissions have changed and cannot be overwritten


Which setting file? I don't know but this OS is based on OSX so it can't be that hard to find, a .cfg or .plst or etc...


This type of software will let you browse the files, without jailbreak, it's just a matter of knowing what to look for which I presently do not.


But hopefully I've helped get us moving towards a proper solution that doesn't involve erasing years worth of personalizing.

Hiya - I just had this issue with my iphone 5c. Where I would attempt to turn the cellular data on for a particular app, and would go to Settings / Cellular Data - and then flip the data on or off for the apps that I wanted. But - I noticed that the apps either did not actually change, or would appear to be on and wouldn't be, or appear to be off and still sucking up my data usage - putting me way over my cap before the billing cycle (Verizon).



For example, the YouTube app would play videos even after I exited the app, at random times as if the thing was possessed.... by a disgruntled ex apple employee, perhaps?


So I did literally 3 hard resets, and restored back up - with the errors still occurring. After the 4th hard reset, I didn't restore right away and noticed that it didn't behave the same way.


I started removing apps then restarting the phone. Chrome, YouTube, Minion Rush, Messenger, and Skype - after these 5 were removed (they did not ask for updates) the phone is back to working normally.


Use iTunes for your phone backup as well as managing apps, music etc


Also try to only sync it from one computer - as I know that many people do sync from other machines as well - that may be a big issue.


All in all, do the restore, then remove every app that didn't come with the phone (your data is already backed up - just try it). Cycle the phone after each one is taken off. I know it takes a while, but it's better than jumping thru hoops to get it fixed or to pull your hair out with customer support.


This is what worked for me, as it's now 1:04 am, and I had been toying with it since 9pm lol.


I do not know about jailbroken phones though...
