iOS 7 cellular data settings won't save on iPhone 4s???

I'm using a 16GB iPhone 4s, with the latest version of iOS 7 as of writing this, version 7.0.3. Whenever go to the "Cellular" settings on the main settings page and turn OFF cellular data usage for a lot of my apps except for a few key apps that I need it for (Mainly Mail, FB Messenger App, Google Maps, and What' s App that I leave on), the moment I back out and come back in, almost all the apps I turned cellular off for are back on again. I've tried turning background app-refresh off thinking it was overriding my cellular settings, nothing. I've tried restarting my phone a bunch of times, nothing. Nothing I do seems to fix this issue and it's frustrating because I have the minimum data plan from AT&T and I can't turn cellular off completely because I don't have a texting plan and depend on iMessages, FB Messenger, and What's App to get messages from people, and a lot of times it can be urgent so I need to figure out how to fix this stupid bug. Anybody else have a similar issue and/or know how to fix this?

Try this out

Settings>General>Reset> Reset Network Settings

Do a hard reset

Sorry, just tried it, didn't work. I reset the network settings, the phone turned itself off after it did it, I then turned it back on, then did a hard reset, still the same problem after it rebooted 😢

Go for the unlitmate kill DO A CLEAN RESTORE 😀

If still no success contact APPLE for that matter, they will help you out with this issue for sure 🙂

I restored the phone to factory settings, but then I restored the backup of my stuff, and the problem still persists, so maybe a clean restore without restoring a backup may do the trick, but I don't want to do that and lose all my stuff and have to manually copy everything over again, so whoever else has that problem may want to consider a clean restore and seeing if that solves it if they don't restore the backup.

I just spoke to Apple support and they said to report the bug on http://www.apple.com/feedback/iphone.html since this information is used for future updates. I have the same problem and just reported it here.

I also have iPhone 4S 16GB with iOS7 and I have the same problem. After you change each cellular network setting, press "Back" to "save" this change. Then change the next setting and go back again. You have to do this for each change you make. This works for me.

The other problem I have with cellular network settings is that they reset each time my phone turns off. For example, if it runs out of battery, I would have to change cellular network settings again.

Since I downloaded ios 7 to my iPad mini I've been having the same problem, when I turn off cellular data the data toggles to individual apps switched back to an on position and certain apps won't work even if automatically toggled on.

I went to the apple store the only fix is erasing all data and settings. Then do a restore, don't save the current data first.

Hopefully this problem gets fixed soon paying for data I'm not getting is a problem

This seems to be a widespread problem that Apple is neglecting, I have this same exact problem on my iphone 4s and iphone 5. What is taking Apple so long? Has anyone solved this?
