I'm running into this same thing, only mine is not a greyed box/icon like yours. I can see the app that "waiting...".

I have done everything you have already mentioned as well.

If I tap the app, it never launches. I can, however, launch (open) the app from inside the App Store.

I don't have a 5S, just the iPhone 5. I think I might have to head down to the Apple Store and have a Genius take a look...

OK ... I was able to get mine resolved. After searching through the support communities a bit more I found a suggestion that worked!

I went into Settings > General > Usage

... wait for the Apps list to populate (may need to tap "Show all Apps") then look for the app in the list, tap it and then selecte "Delete App".

Now it left a ghost app icon which I was able to manually delete.

Went back into the App Store and was able to re-download it and all was good again. 😁

Hope this works for you!

I have a similar problem and it seems random. Some apps will download and some will stick. I tried rebooting but this didn't help. I tried switching to airplane mode and turning on wifi only and this seemed to solve my problem. I haven't checked but I'm pretty sure I tweaked my cellular data settings and prohibited the app store from using cellular data. It's my belief that perhaps the app store is randomly choosing to try using cellular data (IP routing might be doing this under the hood) and then that particular app or session is broken until cellular is turned off and only the wifi network interface is up.

When this happens again I will try and reproduce it.

Thank you, rob_kuhn. I've been going crazy with two "shadow" icons, trying to figure out how to get rid of them. I had deleted the apps in iTunes on my laptop, so didn't think they'd still be on the iPhone under General/Usage, after syncing. But there they were. Your instructions worked perfectly. Thanks ag

BTW: So didn't want to do a factory reset! Figured that would be the only way to get rid of them, though.
