I just updated my Mac Pro from 10.6.8 to 10.8.5. Just as the Finder starts and every ten seconds or so afterward I get this error message. How can I eliminate it?

Spend a day on that trouble. Following your post, I went to Security & Privacy > Accessibility and deleted older unused apps that were causing accountsd to quit and were blocking access to my server SMTP not being able to send mail. Now all is running fine. thanks.
Launch the Console application in any of the following ways:
☞ Enter the first few letters of its name into a Spotlight search. Select it in the results (it should be at the top.)
☞ In the Finder, select Go ▹ Utilities from the menu bar, or press the key combination shift-command-U. The application is in the folder that opens.
☞ Open LaunchPad. Click Utilities, then Console in the icon grid.
Step 1
Make sure the title of the Console window is All Messages. If it isn't, select All Messages from the SYSTEM LOG QUERIES menu on the left. If you don't see that menu, select
View ▹ Show Log List
from the menu bar.
Enter the name of the crashed application or process in the Filter text field. Select the messages from the time of the last crash, if any. Copy them to the Clipboard by pressing the key combination command-C. Paste into a reply to this message (command-V).
When posting a log extract, be selective. In most cases, a few dozen lines are more than enough.
Please do not indiscriminately dump thousands of lines from the log into this discussion.
Important: Some private information, such as your name, may appear in the log. Anonymize before posting.
Step 2
In the Console window, look under User Diagnostic Reports for crash reports related to the crashed process. The report name starts with the name of the process, and ends with ".crash". Select the most recent report and post the entire contents — again, the text, not a screenshot. In the interest of privacy, I suggest that, before posting, you edit out the “Anonymous UUID,” a long string of letters, numbers, and dashes in the header of the report, if it’s present (it may not be.) Please don’t post shutdownStall, spin, or hang logs — they're very long and not helpful.

Thank you Linc; your procedure worked perfectly, after I cleared up a couple of permission/ownership problems. The file causing the trouble seems to be an old left-over from an sqlite database.

I never had this problem in the 8 years that I've been using OS X, but it suddenly cropped up after the recent upgrade to 10.10.3. accountsd started crashing "unexpectedly" (how else?) every few minutes, sometimes several times in a row. Yesterday I found and applied your fix and now, more than 24 hours later, it seems to have done the trick. Thank you.

It might be privacy settings related to permissions granted for the Steam.app.
If you are using Steam, do the following:
1. Click System Preferences icon on the dock, then select [Security & Privacy > Accessibility] and uncheck Steam.app in the "Allow the apps below to control your computer." section.
2. When installing new apps from Steam, you'll be probably prompted to allow Steam again, and if it happens just check the box from step 1., and once installed, uncheck Steam.app again.
The apps from Steam work fine when the box is unchecked. It seems Steam needs it only during installation of new apps.
When the box is unchecked, the "accountsd quit unexpectedly" doesn't show up anymore.
This solution worked for me well, in the short term. The problem keeps coming back; I receive the message once every 3-5 seconds, then I apply this solution, and I'm good for a few days until it strikes again. What is the UNDERLYING CAUSE, does anybody know?

System preferences > Internet Accounts is supposed to be managing it.
If it gets corrupted, you get the symptoms described.
