Apple MAIL seems to only cater for sending photos as embedded images in the body of the message text: Windows recipients expect JPEG photofiles as seperate "Attchments" to be opened by double clicking. This is a far superior method; why doesn't Apple cater for the majority???

Two possible methods to do what you want:
1 - get the image file to the Desktop and Control (right) - click on it and select compress (zip) it. Add the zipped file to the email.
2 - put the image file in a folder and add the folder to the email.

The two methods that liquidfuse refers to in his posting to change the default behavior of Mail so that instead of having the default attachment viewing behavior be inline, to instead make it be attachments. One method involves use a simple Terminal "Defaults" type command, and the other method uses the "Secrets" System Preference to uncheck the "Show attachments inline" Mail setting. Read the link at the katiefloyd.me (which really gets diverted to the katiefloyd.com blog page automatically). The first two are free, but she also talks about using the Lokiware attachment tamer application as well but it isn't free. All three seem to solve the problem without jumping thru some extra hoops every time you want to do this as some of the other posts here talk about.
After driving myself and my friend w/a PC nuts, I created a new file folder,dragged the photos into it and sent it as a "windows friendly attachment' worked like a charm.

The problem is that some Windows email setups reject zip files as they can carry viruses!
Try this. Open Applications/Utilities/Terminal. Copy and paste the below into Terminal, then hit return.
defaults write com.apple.mail DisableInlineAttachmentViewing -bool YES
