Just wondering, seeing that the only iPhone 4S i can see on the website is the 8GB. So yeah just wondering if the higher memory ones are still available.

It's just a decision to keep a low cost for the entry model. That's all.
With 8GB, it's cheaper to produce and to sell.
And if you wish to have 16GB, you look at the 5C and 5S.

Because, not working for Apple, we don't actually know the answer. While your speculation seems reasonable, it's still just that: speculation.
