Not quite. According to the Apple press release the upgrade to existing users who have upgraded to Mavericks, is free.

I've called Tech Support and they tried to tell me that I would have to purchase them. When I kept on quoting to them their own Press Release, they said they would have to do more research and get back to me.
So I suggest you call them and complain. The more people that call them the more attention this is going to receive. It should make no difference how an "existing user" purchased the iWorks apps, whether through the App Store or through a CD.
