I've tried all of the solutions proposed here. Been at it for a little over 24 hours now. Anyone know if Apple has a fix in the works, or if the porblem has even been identified?

When you said to backup the device , on the computer, I found that under the Summary tab after clicking on my iPhone name. There is a button that says "Back Up Now".
But when you say "Restore (from iTunes interface), do you mean to click on the "Restore iPhone..." button?
OR
Do you mean to click on the "Restore Backup..." button ?

i had this issue and used one of these solutions adn a few days later was just poking around on boards after installing Mavericks and did a Disk Utility Repair permissions and there were tons of itunes repairs to do. I dont know if it had anything to do with this issue from the getgo but worth checking.
Yes, I've tried every single recommendation. Just need one video to sync from my MBP (snow leopard) through Itunes 11 to my iPad 3 (IOS 7.2). I need this to sync, as it is work-related. But nothing is working.
And it does eventually finish; I do not interrupt the operation.
I remember when I left Windows products behind because I was so tired of this exact sort of thing 😠

I just did 'Back Up Now', then 'Restore Backup', then you receive a message about iPhone rebooting and appearing again in iTunes, when the iPhone came back on it automatically started to sync, and so far so good it is copying over the music files 🙂
OK that did not work. I tried removing everything and starting again, it may well be letting me copy music by playlist over but not music by album/artist, further testing required.

Yes, under that tab you have the option to back up in iCloud or on the Computer. Do computer just as it's a more solid locale for restoring, and if you prefer the cloud just change the preference back after the process is complete.
To your question: Yes. Hit the "Restore [Device]" or whatever the exact wording is through iTunes. It will then delete and reset up your device with the newest iOS cleanly - meaning not an installation ontop of a previous version. Then the rest is as described before.
Does that help? Hope so, I know things can get convaluted between all the options in iTunes and on your device. It's confusing to even think about with out it right in front of me.

Just another possible option if you're in a pinch again, install VLC and then just add the video via the App interface under the device tab.
One thing that does seem to work, although tedious, is to:
1. Choose music to sync, playlists, artists, whatever
2. Switch to 'On This iPhone' view and watch the tracks sync
3. Wait until it gets to the one where the sync finishes prematurely, note the track
4. Switch back to your library and uncheck that track
5. Continue sync.
6. At the end, check the track again, to add it back on.
This has worked for me a couple of times.
Now it's doing other wrong, buggy things. I plugged in my iPad 2, which has already been synced since upgrading the iOS and iTunes. I clicked the Sync button and it sat there at "waiting to start" or whatever it says, and then stayed stuck there until the next morning when I finally powered down the iPad and waited for a couple minutes (way too long for a user to have to wait) for iTunes to finally figure out it was no longer there.
Apple really needs to get on this and release a fix pronto. iTunes keeps getting slower and worse with every release.
I was having the same syncing problem with my 4S, iTunes 11.1.2 and iOS 7.0.3. Time after time, it would hang up during the "Finishing Sync" process. No new music would be added, nor would playlists be updated.
I went to the Music tab and unchecked "Sync Music." When I did, I got the warning asking me if I wanted all music to be removed from the device. I said yes and did another sync. After doing so, it still was getting hung (although the sync button became active again), and there were still a couple of playlists and songs left on the device (as well as an audiobook). I went to the Books tab and unchecked "Sync Audiobooks" and clicked "Apply." After the sync, once again it was hanging and the sync button became active.
Here's what I think helped: On the iPhone, I deleted the remaining playlists and songs by swiping over them (just as you would delete an email). From then on, when doing a sync, it didn't get hung anymore...Completed the sync process very quickly.
I then re-checked "Sync Music" and "Sync Audiobooks" on their respective tabs and re-selected the playlists and music that I wanted to sync, and everything synched as normal. All new music was added and playlists were updated upon re-uploading.
I experienced the same thing: unable to sync, unable to connect to iTunes Store.

Actually in my case there were multiple connections in the Network panel. After reboot I had to change their names (wifi was ethernet and ethernet was Airport...), anyway now I log in again and sync again.
