iPhoto locked with OSX Mavericks update

I upgraded to OSX Mavericks today on my MacBook Pro (it's a 2011 model). One of the items that wanted to update was iPhoto, so of course I did that. When it was done, I couldn't get it to open. Instead, I got this message:

"The iPhoto Library is locked, on a locked disk, or you do not have permission to make changes to it. iPhoto can try to repair the permissions."

Withe option to repair it. After I clicl on the repair button (and a briefe stint with the beachball), I get this message:

"The iPhoto Library is locked, on a locked disk, or you do not have permission to make changes to it."

iPhoto was working fine before. I checked the Get Info on the iPhoto Library file and it says that I have Read & Write permissions. I clicked on the gear icon at the bottom and was given the choice to make Me the owner of this file, so I clicked that. Then I tried the whole thing over again with the same result.

The odd thing is that Aperture appears to work just fine.

Thoughts?

I cannot access my photos since updating to Maverick OSX. Unlocking failed as well. No surprise there. I did find that I have two libraries, one is a default that does not contain all of my photos, the other is the one I'm locked out of. I'm not sure how to create the new files that Matt was able to do. It seems that apple wants to charge me to find a solution to their faulty upgrade and I think that this is wrong. That was in the live chat where I may have to go to get my code. It seems that there have been various solutions for everyone after reviewing these posts. I am not too saavy at this but I will give it my best at my age. Hopefully when my daughter visits tomorrow she can resurrect the file. Shame on you apple.
