As some of you stated this is not an ISP issue, but is caused by corrupted files in some of the CDN (Content Distribution Network) nodes of the CDN that apple uses for the distribution of Maverick. By switching ISP you will propably switch CDN node and your Mac will get a chance to continue to download the Maverick installation.
Most propable the installation is chopped into several smaller piecec and for some reason the part at 995 MB is corrupted on several nodes in the CDN.
As easy it is to blame this on the ISP or the CDN, the service (to download Maverick) is still provided by Apple and they are responsible for the quality of the service and if they cared enough to monitor the CDN they could easily invalidate the corrupted files on the CDN to restore the ability for their customers to upgrade their systems. In my case the CDN has been corrupted since the release of Maverick.
To bypass this problem, given you have the ability to do so, switching ISP for a few hundred MB of the download would make it possible for the download to continue past the currupted part of the download, after that you can swich back to your normal ISP and the download should finish.
