In iOS6 one could resize a picture (smaller or larger) as their wallpaper. In iOS7 you can make the picture larger but not smaller as wallpaper. How do you fix this?

I was able to insert a photo into a blank landscape Pages page which I then took a screen shot of. Clicked on the picture and then on "use as wallpaper. It took some playing around to get it created right but it worked.
