magic mouse doesn't scroll in finder windows
I can't get scrolling to work via the magic mouse in finder windows or in Preview. It works in Safari still.

I've got the same issue... scrolling in finder doens't work...
Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Select Preferences/com.apple.driver.AppleHIDMouse.plist. Move the .plist to your desktop.
Log out/in and test. If it works okay, delete the plist(s) from the desktop.
If the same, return the .plist(s) to where you got them from, overwriting the newer ones.

well, it worked yesterday, but doesn't today! I'm back to no scrolling. I don't want to have to delete the prefs every day, this is nuts.

go into your settings and click on bluetooth.
disconnect your mouse
try the finder now; it should work – it worked for me

But i need to do it from the terminal. I can't find the 'Show Library Folder’.
You are welcome. In Finder hold down the option/alt key while selecting the Go menu item. Select Library.
Easiest solution: click on the finder icon in the dock and select "relaunch."
This works for me every time.
I think you have to hold the alt button when you click on the icon. There's an excellent demonstration on You Tube
