Shortcuts not working in iOS 7

My shortcuts are not working in iOS7 and when I want to edit the shortcuts via settings - general - keyboard - add new shortcut, the phone gets stuck at 'add new shortcut' , I can't tap on it and when I do the whole settings app just won't respond. It's really weird. I've rebooted my phone a couple of times, but it doesn't matter..

My phone is currently running on iOS 7.0.3.

This happened to me immediately upon upgrading to iOS 7.0.4—no shortcuts of any kind. When I go to Settings>Keyboard, it says "Add New Shortcut" instead of "Shortcuts," as it does on my friend's iPhone 5. I have tried turning off iCloud data syncing and disabling emoji keyboard—nothing. Since many posts here have said that a complete reset didn't solve the issue, I'm not about to try that!

Apple's silence on this matter is perplexing. Are my shortcuts gone forever? Those took over a year of constant refining and now my texting is autocorrect-heck.

Please patch this issue up, Apple.

I just started having this same problem. I don't know for sure but after reading a few posts I'm thinking I figured out the issue. I recently signed into icloud with a diff iTunes account bc I wanted to separate my wife's calendar from mine. I think the shortcuts are associated with each icloud account. I know this bc I remember being shocked that all my shortcuts were working on our iPads and other iPhones. They were all logged into the same icloud acct. They all are still acknowledging the shortcuts but not my iphone. You'll have to revert to the other icloud acct or rewrite your shortcuts. I'm going to get one of my iPads and take screenshots of the shortcuts and just reset them. Maybe Apple will provide a way to transfer them, but don't hold your breath.

Ok, I just knocked this out in 10 minutes and I had quite a few shortcuts. If you have another device, log it into the old icloud, go to your shortcuts. Now get your device that doesn't have the shortcuts and add them by copying them from the other device. Once you get going it doesn't take long at all. Chime in if there's a better solution. Thanks.
