Mavericks cannot scroll in finder window
After upgrading to Mavericks I cannot scroll in a finder window unless I use the scroll bar. This was never an issue before the upgrade. It works fine in my apps though

Same problem here.
Having the same issue.
I resolved this problem by just deleting the com.apple.finder.plist in /user/library/preferences.
Once it is taken off the library, a new com.apple.finder.plist will be made and it resolves the problem.
If you are apprehensive about this, you can always make a copy of the original com.apple.finder.plist and copy it over to desktop before deleting it in the preferences area.

Do you know if that should be a permanent fix or will it lose the function again? Another fix recommended in a different thread is to force quit Finder, but that is not permanent.
It seemed like a permanent fix in my case. i did have it happen one more time but when i just force quit Finder, it was working again. Hope this helps.

It has now been almost 3 months since I first posted this problem and it is still not resolved after trying everyones advice. Each worked for a short time, but as on right now I am still having the same problems.
I have tried all the noted fixes (inluding deleting plist files) and all are temporary except one: Go to preferences, accessibility and within mouse options pick "scrolling with inertia". This works for most people until Apple figures out the real fix.
I'll confirm this did fix the issue for me... at least in the short term. Most importantly, fixed it without restarting or deleting anything.
I hope apple officially addresses this, but this will work for now.

This 'scrolling (with inertia)' option was already selected for me, and I see this problem somewhat frequently. Unselecting it, or changing it to 'without inertia' doesn't seem to do much to help, either. I won't both messing w/ the plist, since that doesn't seem to be a lasting solution - but 'Force Quit' at least seems to provide some temporary relief for me.
It seems to me that scrolling stops and starts working in any application with a scroll bar.
Since I was forced to use Mavericks, I've had to go back to using scroll bars way too much! At least they've been made smaller and the convenient arrows have been eliminated. sneer!
I've started using paper and a pencil a lot more, too.
It was one of my first actions after upgrading to Mavericks: Try the new finder tabs. I could scroll in only one of several finder tabs. When I opened a new finder window, the scrolls there were applied to the one scrolling tab of the first window, though it was partially overlapped. Very funny.
Force quit solved the problem for today, hopefully.
I am using a smart trackpad mouse, "with inertia".
