My TextEdit will not open after OS X Maverick install

I have a similar problem. I have a new Mac Pro running 10.9.3 and text edit doesn't work - I do have "Base.lproj" in my Text Edit/ Contents/Resources folder

Does anyone have suggestions?

I'd imported the last back-up from Time Machine backed up from my old IMac (which had been in the process of going wrong) as part of setting up the new Mac Pro (it prompted me to do this) so I am wondering if that might have caused the problem?

If so, what to do to fix it?

If I need to reinstall it - how on earth do I do so with no discs? 😟

I still have the same problem on Yosemite, I replaced the Base.lproj folder and textedit is going so slow or not works.
