Error 1701 VoiceKit Over

The same, the same, the same.....error 1701

Mawericks OS X 10.9 (13A603) and new IPod shuffle (1.0.2) the same 1701 error

Same Issue here. Here are my details.

I have a 4th gen iPod shuffle. It is running Software Version 1.0.2. I am using iTunes ( 11.1.3 (8)) running on a MacBookPro9,2 using OS X 10.9 (13A603). I am trying to enable voice over on the iPod Shuffle. I enable the check box and click apply. I am prompted with the VoiceOver Kit for iPod Version 1.41.1 Apple Software Update Wizard. Upon clicking next, the Software Update Wizard requires Acceptance of the Software License Agreement. Upon clicking Agree, I am prompted with the Security dialogue with requires that I enter my password to all iTunes to make changes. After entering my password, the sync start and the VoiceOverKit attempts to download. The download fails and the following message is displayed: iTunes was unable to install the VoiceOver Kit. An unknown error occurred (1701).

The VoiceOver Kit installation fails and I cannot use the VoiceOver Feature of the iPod Shuffle.
