What does 'blocked plug-in' mean?

Today as I tried to listen to my usual radio station through the net, I received the message 'blocked plug-in'.

As I tried to upload photos from iPhoto to ebay through their standard method, I received the message 'blocked plug-in'.

What is blocked plug-in and how do I unblock it?

Many thanks for any assistance provided on this matter.

Adobe Flash Player

Check Flash Version

Adobe strongly recommends that you first uninstall any previous version of Flash Player, using the uninstaller:

Follow the instructions closely, such as quitting ALL applications first before installing. **Repair permissions and restart your computer after the installation is completed.**
