When the charger is plugged into the ipad and the ipad is fully charged, is the ipad still pulling electricity from the wall. Same question for a 2006 lap top, and Iphone 4s.

Yes.
The battery will run down a small amount, recharge to full, run down a small amount, etc.
After the device is fully charged, it enters a maintenance charging state (or trickle charge) which uses very little power. So yes, the device is still drawing power but I don't think one should be very concerned about it. If you are, unplug the device or put it on a switchable power strip if you don't feel like pulling the charger out of the AC socket every time.
