iPad mini retina as a phone

I am thinking of buying a new iPad mini Retina. I saw the option to buy a 32GB model that is WiFi and cellular, so that means it will work as a phone, correct?

Can I use my iPhone number on the mini as well? How do you set that up?

The iPad had no built-in cellular telephone capability, although you can use Apps such as Skype, FaceTime, etc to make calls

Hangouts is supposedly getting a makeover eventually that will incorporate Google Voice capabilities, according to the rumor mill. Talkatone has transitioned away from Google Voice to its own foundational infrastructure so it remains a vialble option. I am using it with no complaints now that it is set up. They are still working out a few bugs and the transition has not been seamless for everyone (myself included) but they seem to be making a good effort toward rolling it out as a standalone app with relaiable capability.

I have not noticed any drain other than the power gets sapped more quickly when you are on a call. No problem if it is just idling. It does "ping" their server regualry so as to let you know if a text has come in, but when you iniatiate a call or one is initiated toward you, it is similar to a push notification. I think you may be able to set the frequency with which it pings, or scans for a signal...
