Bug in "Baseline Shift"

Open Pages or Keynote. Select multiple lines of text. In the "Format > Text" pane click the gear just above "Character Styles" to access "Advanced Options". Change the "Baseline Shift", making it negative, aiming to bring the lines closer together. Instead the lines incorrectly get further apart! Clearly a bug.

I'd also prefer if "Baseline Shift" and "Character Spacing" and "Superscript" and "Subscript" where immediately available in the main Text panel, without having to make so many clicks.

Why would you expect lowering the baseline to bring the lines closer together? If you are using "Exact" line spacing it shouldn't change the spacing at all, just put more white space at the top and less at the bottom. If you are using variable line spacing, moving the basline either direction might increase the spacing to keep the type from running into the next line.
